During the Civil War, Winchester changed between Union and Confederate occupation approximately 70 times in total. Two Civil War battles took place within the city. In 1859 the city created a council for the corporation, which became responsible for the issuance of banknotes at the beginning of 1860. The corporation had three different printers responsible for creating their banknotes, resulting in a variety of different designs for the same denomination of banknotes.
