Due to economic failures caused by the Civil War, the country experienced coin shortages making it difficult to perform transactions, which lead to many states and cities issuing their own paper fractional banknotes to replace coins. The city of Richmond, VA, being the capital of the newly formed Confederate States, had to issue a variety of fractional denominations of their banknotes to facilitate commerce in the bustling city. Banknotes like these were crucial to boosting the local economy during war times, but it was difficult for many cities and states to find affordable printers and resources for the banknotes as the war raged on, leading many states and cities in the confederacy to remove the intricately designed vignettes commonly found on obsolete currency.
