Venustiano Carranza decreed on September 19th, 1914, that $130 Million would be created of a new issue of paper currency, known as Gobierno Provisional notes. They were issued in Mexico City starting on September 28th and began circulation on October 19th. Soon after in December 1914 Carranza and his followers evacuated the capital, taking most of the plates and tools needed for the production of Gobierno Provisional notes, as they intended to keep producing them in Veracruz. Provisional Governor Eulalio Gutierrez decreed that Gobierno Provisional notes note revalidated by the treasury would be null and void in order to prevent Carranza's notes produced in Veracruz from circulating. As power struggles between the Conventionists and Constitutionalists ensued over the following months, which series and serial numbers of Gobierno Provisional notes were valid changed constantly depending on who held power in the capital. In July of 1915 Carranza had retaken control of the capital and in an attempt to unify the currency decreed that all earlier issues of the notes would be withdrawn and replaced with new issues. Gobierno Provisional notes continued to be produced until 1917 when the Constitution of the United Mexican States was established, putting an end to the most violent stage of the Revolution and establishing the Government of Mexico as the primary issuer of paper currency, who began issuing notes of a higher quality from that point.
