The Bank of China began using Foreign Exchange Certificates (FEC) in 1979 in order to manage foreign exchange and control the flow of foreign currency in China during its early period of economic opening and reform. The certificates were primarily used by foreigners and tourists to purchase specific goods and items within China. FEC were issued in denominations equal to the Renminbi yuan. The notes were phased out starting in 1994, ceasing their circulation in 1995.
