This listing is for the clipped envelope of a public document free frank signed by Laird H. Barber while he was a U.S. House Representative for the state of Pennsylvania. The letter that was mailed inside of this envelope was sent during his time as a member of the House of Representatives, from 1899 to 1901. The congressman's signature on this letter includes the initials M.C., determining that he was serving as a member of the United States Congress while this letter was mailed. The letter was sent to Edward H. Williams of Bethlehem, PA. This clipping does not include a postmark like other hand signed free franks from this period. The contents of this envelope was a public document of some kind, as determined by the "public document" text printed in the upper left corner. Representative Barber only served in Congress for two years, making his signatures during this period rare. Amazing piece of history!

A free frank was a special mailing privilege in the United States that allowed certain government officials, most famously members of Congress, to send mail without paying postage. Laird H. Barber was born in Union County, PA in 1848. He worked in the state public school system and elected to local government roles through the 1880s. He was elected to the 56th Congress as a Democrat, serving from March 4th, 1899, to March 3rd, 1901. He was not nominated for reelection in the 57th Congress. Once he returned home, he resumed practicing law in Mauch Chuck, PA and elected the President Judge of the 56th Judicial District of Pennsylvania in 1913, serving until his death in 1928.
