Acuñada por primera vez en 1913, la moneda de cinco centavos (Nickel) Buffalo había sido difícil de acuñar durante mucho tiempo, y después de que completó el período de 25 años durante el cual solo podía ser reemplazada por el Congreso, la Casa de la Moneda se apresuró a reemplazarla con un nuevo diseño. La Casa de la Moneda organizó un concurso de diseño a principios de 1938, exigiendo que Jefferson fuera representado en el anverso y la casa de Jefferson, Monticello, en el reverso.
