Debido a que se acuñaron pocas monedas en las Trece Colonias, que luego se convirtieron en las Colonias Unidas y luego en los Estados Unidos, las monedas extranjeras como el dólar español circularon ampliamente. Los gobiernos coloniales, a veces, emitieron papel moneda para facilitar las actividades económicas. El Parlamento británico aprobó las Leyes de Moneda en 1751, 1764 y 1773 para regular el papel moneda colonial.
Durante la Revolución Americana, las Colonias se convirtieron en estados independientes. Ya no sujetos a regulaciones monetarias impuestas arbitrariamente por el Parlamento británico, los Estados comenzaron a emitir papel moneda para pagar los gastos militares. El Congreso Continental también emitió papel moneda durante la Revolución —conocido como moneda continental— para financiar el esfuerzo de guerra. Para satisfacer las demandas monetarias de la guerra, los gobiernos estatales y continentales imprimieron grandes cantidades de moneda, lo que llevó a una rápida depreciación. Al final de la guerra, estos billetes de papel se volvieron efectivamente inútiles. Además, las bandas de falsificadores británicos contribuyeron aún más a la disminución del valor. Al final, solo unos pocos falsificadores habían sido capturados y ahorcados preventivamente por el crimen.
